THE JURY PROCESS

The jury is comprised of experienced filmmakers, members of the local film community and members of Winnipeg’s diverse cultural arts community.

The jury process includes both an assessment of the submitted application materials as well as a direct interview with the applicants. The submitted letter of reference in support of each applicant will also assist in guiding the jury.

Applicants will submit one letter of reference from an individual within the film or arts community or from the applicant’s support community, who know the applicant personally and can attest to the benefit they will obtain from the program.

The jury will base their decision on the following criteria:

1. The artistic merit of the proposed project to be developed
2. The relevance of the project in relation to the applicant’s aspirations to become an independent filmmaker
3. Is the applicant clear about their intentions, and will the project fulfill those intentions?
4. Is the proposed project scope logistically feasible to achieve within the award parameters?

CONFLICT OF INTEREST

In the event of conflict-of-interest, the jurors will self-report this to the Chair and the Chair will record this in writing. The juror in conflict will not participate in discussions related to the applicant in question. Jury members report conflict-of-interest in the event they will or may benefit financially from the applicant’s project. Jurors can self-identify conflict of interest for other reasons, as well.

The jury decision is final and no appeals are allowed. The Winnipeg Film Group Board of Directors can, if requested, review the process and recorded conflict of interest process at their discretion.

Each of the TWO Women’s Mosaic Film Project awards is comprised of:
  • $2,500 to support living expenses during the process over the five month period
  • $5,000 to support direct development and production costs
  • $2,500 in services from the WFG
  • The mentorship of an experienced woman filmmaker or video artist (as appropriate to the context of the award recipients proposals) for
  • A one year Full User membership with the WFG
Any expenses that fall above and beyond the award amount are solely the responsibility of the award recipient. It is also the award recipient’s responsibility to keep in touch with the WFG to ensure they are aware how much funding is still available via this fund.

Award recipients must ensure they meet the following obligations associated with their award:

1. The award recipient must sign a letter of agreement prior to accessing the award, confirming their commitment to meet the program obligations
2. Within one month after the project completion, the award recipient must submit a short final report to the approval of our Production Programs Coordinator, providing a narrative description of the total scope of work completed and the benefit of the award to the filmmaker’s career or aspirations. Failure to submit a final report to the approval of the Film Group will leave the project file open and will render the award recipient ineligible to apply to any further Film Group award fund programs until the file is appropriately closed.
3. Appropriate acknowledgement must be provided to the Winnipeg Film Group and the Canada Council for the Arts on any promotional materials related to the project developed, as well as on screen recognition on the completed work related to the project scope. Electronic logo files are available for this purpose.

The following recognition phrasing should be used: “This project was developed with the support of the Winnipeg Film Group’s Women’s Mosaic Film Project, funded by the Canada Council for the Arts.”

SUBMISSION PROCESS

Submit everything in 8 x 11 paper or size; font should be 11 point or larger, if possible. DO NOT staple or bind any submitted materials, and do not insert materials into duo-tangs or binders. Call for papers: 7th Annual Southeast Asian Cinemas Conference
Deadline: 30 November 2011

Eight years since the first Annual Southeast Asian Cinemas Conference which heralded the resurgence of cinematic new waves in the region, we turn our eyes to the state of film archiving and the relationship between cinema and the archives. Filipino film critic Alexis Tioseco’s 2009 open letter to the Film Development Council of the Philippines mentions current holdings stored in ‘deplorable conditions’. In his letter, Tioseco praises the National Film Archive of Thailand for its work in doing so much with so little. In Indonesia, the Sinematek Indonesia which was established in the early 1970s has also seen cuts that make the archive a shadow of its former glory. It is only in Singapore that a young Asian Film Archive (est. 2005) has taken root.

The 7th Southeast Asian Cinemas Conference (2012) emphasizes the politics, practices, and poetics of the archive. How does one define an archive? And who can be said to do archival work? Might DVD pirates, private collectors, cinephiles, film bloggers and film societies be considered film archivists of a sort when governments do not or no longer perceive the need to fund national film archives? If so, how does this change the public nature of an archive, and what implications does it have on the production of knowledge? What might film curators take into consideration when they select and preserve films for the archive? What are the social, political, aesthetic, and scholarly roles of the archive? How does the archive negotiate issues of power and accessibility? What is the role of the archive in the digital age of new media?

At the same time, in interrogating the relationship between film and the archive, might film itself as a socio-cultural text not be regarded as an archive and as a necessary site to re-think temporalities and the reasons for nostalgia? As Derrida reminds us, “The question of the archive is not a question of the past” but rather “a question of the future itself.” Where does the archive lie in creating, defining, and constructing cultural memory or cultural heritage? This conference then invites papers that comment not only on the nature of what an archive is and the role it plays in South East Asia, but also how films and film archives ask us to think about the timeliness of cultural work.

Each year, the conference has included film practitioners in recognition of the crucial role they have played in increasing film education and discourse in the region. We have previously provided space for independent filmmakers and screenings of their works, focused on curriculum development, and highlighting alternative cultures of cinema. This year, the conference seeks to include workshops that bring together film archivists from within the region.

We invite panels that address this theme, particularly questions concerning:

• Film Archival Materials as Intertexts
• Comparative Studies of Archives or Case Studies of Specific Archives
• Role of the Academic / Film Critic / Filmmaker in Relation to the Archive
• Technology / New Media
• Production of Temporalities and Spatialities
• Politics of Taste
• Preservation and Dissemination
• Archival Research Methods
• Intellectual Property
• The Relationship between Southeast Asian Archives and the International Federation of Film Archives (FIAF)
• Historiography
• Scholarly Accessibility
• Subtitling and the Archive
• Film Policy and the Archive
• The State and the Archive
• Short Films and the Archive

We also welcome submissions for the open call. Please check our website archives and conference programs for past paper topics as we are less likely to accept topics that have been covered before: http://seaconference.wordpress.com/conference-program/

Please send an abstract (max. 500 words) and short bio (max. 100 words) to: Sophia Siddique Harvey (soharvey@vassar.edu), Khoo Gaik Cheng (gaik.khoo@gmail.com) and Jasmine Nadua Trice (jntrice@gmail.com). We are currently attempting to get funding for travel subsidies and accommodations but cannot offer any as of yet.

Call for Papers - The Art Theatre Guild of Japan: Spaces for Intercultural and Intermedial Cinema (University of London)
Deadline: 25 May 2011

A two-day symposium on 30th & 31st July 2011 at the Gordon Square Cinema, Birkbeck College, University of London

Keynote Speaker: Roland Domenig (University of Vienna)

Confirmed Plenary Speaker: Hirasawa Go (Meiji Gakuin University)

To celebrate the arrival in London of the Art Theatre Guild of Japan

(ATG) season at the BFI Southbank and the Theatre Scorpio retrospective programme at the Close-‐Up Film Centre in July and August 2011, this international symposium will explore the many faces of Japanese independent arts in the 1960s and 1970s.

The symposium aims to contribute to the recent resurgence of critical and public interest in 1960s avant-‐garde culture across the globe, and place ATG’s phenomenal creative output in an international context. We would like to focus in particular on how cultural spaces, such as the Art Theatre Shinjuku Bunka, were key in yielding an atmosphere where a network of heterogeneous artistic voices could interact and collaborate, develop a relationship with their audience, and experience their art within an international forum. Although the focus will remain on the circuit of ATG activities, the symposium aims to branch out further to explore alternative venues and fields of activity that were equally significant within the cultural climate.

Although all proposals will be considered, we particularly welcome papers that explore the following themes:

* Japanese Cinema of the 1960s/70s in an international context
* Japanese Cinema of the 1960s/70s and its relationship with other arts
* The meaning of independence in 1960s/70s Japanese culture industries
* Japanese experimental cinema and avant-‐garde arts of the 1960s/70s
* The impact of ATG and other comparable cultural spaces on 1960s/70s Japan
* Examples of cross-‐medial collaborations
* Audiences of 1960s/70s Japanese arts and reception of such works in Japan and elsewhere
* Comparative studies of cultural venues
* Comparative studies of new wave films in world cinema
* Studies of key directors and collaborators (cinematographers, actors, art directors, etc.) of 1960s/1970s Japanese cinema.
* The resonance of Japanese 1960s culture in the world today

We welcome proposals from researchers at any stage of their project, and we will accept proposals from those within and beyond the academic field of film studies.

Deadline Extended: 3rd Pandayang Lino Brocka Political Film and New Media Festival (Philippines)
Deadline: 22 June 2011 (from 15 May 2011)

TUDLA Productions in cooperation with the National Commission for Culture and the Arts and UP Film Institute present the 3rd PANDAYANG LINO BROCKA Political Film and New Media Festival.

Calling all students, independent and amateur filmmakers and film/media collectives to submit entries.

Categories: documentary, narrative, animation, experimental, PSAs, motion graphics, etc.

Themes: Nationalism, Love for country

Works produced from 2000 onwards are accepted.

More than one entry from one group or individual is allowed.

Works from Luzon, Visayas, Mindanao and NCR will have representation in the screenings.

Film Festival Date: August 10-11, 2011

The Pandayang Lino Brocka Political Film and New Media Festival is a cultural gathering that aims to inspire the creation and popularization of truthful, artistic and relevant audiovisual works to enlighten and cultivate critical consciousness of the mass audience. This maiden launch of this festival in 2009 aims to be an aggregate of efforts in political cinema production and distribution in the first decade of the 21st century, a time of worsening economic crisis aggravating the poor people’s plight.

This affair hails the daring of the late Lino Brocka, whose works earned local and international acclaim for political cinema and whose untimely death saw a decline in political cinema in the mainstream. While critical of the government and the prevailing system, even the
government recognized his talent and contribution, as he was given the posthumous distinction of National Artist for Film in 1997.

It is Lino Brocka’s strong conviction that artists are first and foremost citizens, and must address the issues confronting the country. That’s why in his practice, his films "look with sympathy on
the common man and the human condition" and were situated in their dwellings and thoughts. Lino Brocka firmly believes that films and politics cannot be dissociated. His desire is to develop what he calls "the Great Filipino Audience" which for him is more important than creating "the Great Filipino Movie."

Films of political and progressive content are deemed to be not widely patronized or are thought to be not commercial successes. But if the audience is the common people and the works speak of their lives, no political film shall ever be unpopular and immaterial. They will always find audience among the millions of poor and oppressed people in society, as the films of Lino Brocka.

There is a battleground in the field of filmmaking and artistic production—the struggle for the hearts and minds of the people. This festival engages itself in this battle, as it campaigns for artists and audience to revert from the dominant practice of local mainstream and Hollywood entertainment production and consumption to film as a platform for social and political commentary.

Truly, film is a powerful tool to shape mind and consciousness.

Artists are here challenged to use film as a vehicle for socio-cultural reflection and as an ideological weapon to liberate the minds of the people. For films as art that exposes, identifies and defies the oppressors in society guides the way for the realization of the democratic aspirations of the people.

"We must produce films that will hurt, films that will not let you rest, for the times are bad and given times like these, it is a crime to rest." ~ Lino Brocka

TUDLA Productions is also looking for volunteers, members who would like to train and dare fulfill the duties of an alternative media group! Please contact 0922-897-5766 (Sun) or 09168248246 (Globe).

Thinkers and Trouble Makers: Panel Discussion of Queer Women of Color Activists (California)
Date: 11 June 2011

The 7th annual Queer Women of Color Film Festival world premieres 38 new short films by Bay Area artists this June 10-12, 2011 at the Brava Theater in San Francisco.

The Festival Focus, “Igniting the Intersections”, features a capstone Panel Discussion “Thinkers and Troublemakers: Queer Women of Color Activists” on Saturday, June 11 at 1:00pm. This roundtable of veteran queer women of color activists and artists includes Jewelle Gomez, Ericka Huggins, Olga Talamante, Pratibha Parmar and Helen Zia. Standing at the intersections of gender, sexuality, nationality, race/ethnicity and culture, these deep thinkers, take-charge doers, and long-time troublemakers will illustrate the paths that have led to our current political and economic crossroads, and illuminate our way forward to social justice.

Jewelle Gomez, a Native American and Black award-winning writer/playwright, is celebrating the 20th anniversary of her highly celebrated novel, The Gilda Stories and working on her much-anticipated world premiere of her new play Waiting For Giovanni.

Dr. Ericka Huggins, a former political prisoner and currently a Professor of Women’s Studies, led the Black Panther Party for 11 years, the longest tenure held by any woman in the party’s history. Her work has made tangible strides in the fight against racism, economic injustice and the prison industrial complex.

Pratibha Parmar, a Kenyan-born British South Asian filmmaker, creates evocative and sexy films about social justice. She has over 20 years of experience as a filmmaker and is celebrated for her documentary Warrior Marks with Alice Walker, and her most recent film, Nina’s Heavenly Delights, is an award-winning stunner.

Olga Talamante, the Executive Director of the Chicana/Latina Foundation, was awarded “the most influential Latina in the Bay Area.” Held as a political prisoner in 1970s Argentina until powerful networks of people joined efforts to liberate her, she has dedicated her life to fighting for social justice.

Helen Zia, a second generation Chinese American and award-winning journalist, has inspired young activists and writers to work for social change. Her articles, and scholarly and creative writing, have brought the voices and political movements of Asian American communities to global visibility.

Change begins with those who have the courage to take risks and who are boldly and unapologetically determined to transform systems of oppression. They are leaders who use the poetics and politics of their bodies and lives to obliterate injustice. They are the activists and artists who empower new generations to embrace the truth of our diasporic history and indigenous beauty. QWOCMAP is honored to welcome these courageous feminist, queer, women of color activists and artists. This free event is open to the public and guaranteed to educate, inspire and even tickle us with humor to galvanize social change.

GUIDELINES FOR SUBMISSION

The European Union Centre in Singapore is calling for entries for the 2011 Video Essay Competition, themed “The European Union in South East Asia”. The competition is organized in conjunction with Europe Day 2011 (9 May) to highlight the increasing exchange and influence the European Union and South East Asia have on each other.

Concept

What is the European Union (EU)? How is the EU imagined by South East Asians? What lessons can be learned from the EU and what can the EU learn from us in Singapore and around South-East Asia? These are just some of the topics that we hope filmmakers will explore. We are interested in innovative and original video work on the topic which reflects the diversity of opinions of individuals in the region.

There are no restrictions to the art form of the final product as long as it is presented in the form of a video clip - it can be produced in a variety of techniques, and can comprise live action, animation, still photography or any combination of the above. Call for Articles: ‘Travelling’ in Asian, African and Latin American Cinema (Many Cinemas Magazine)
Deadline: 15 May 2011

“Many Cinemas” is a forthcoming e-magazine (1st Issue announced: Spring 2011). It will dedicate its bi-annual issues the many cinemas of the non-western world, namely Asia, Africa, Latin America and other small cinema traditions.

“Many Cinemas” will be a magazine for film aesthetics, theory and analysis beyond the main stream film studies. Every issue will focus one specific topic, and we hope to publish different articles from each continent. The editors will select the proposals and accompany the publishing process. Afterward, “Many Cinemas” will be open peer reviewed, respectively commented.

CFP TRAVELLING

MANY CINEMAS seeks for articles on cinema which focus on travelling – and just like our maxim – in the non-western cinemas of the world like Asia, Africa and Latin America. Holiday, business, private matters. There are several reasons for travelling. The autumn edition of MANY CINEMAS will dedicate its issue to the topic “Travelling”.

Travelling: People undertake a journey to places, strange and not familiar to them. How do they act or behave in an unfamiliar environment and how does it take an impact on them? Cinema is close connected with travelling. It is a window to the world, both real and imaginary. The lights turn off and pictures appear which bring you to places far away.

We are interested in every aspect of travel in cinema.

Some possible topics are:

* How to travel in film, reasons, way of travelling, genre-questions?
* Travel in search of relatives, lovers or someone/something else?
* Exploring own roots – Culture and Identity
* Thoughts of travels
* Vehicles of voyage
* Travelogues
* Images of appearing and vanishing landscapes and people
* Travel and interruption
* Travelling Cinema

And for our rubric BEYOND THE SCREEN we are looking for articles which are loosely connected to film like music, dance, performance, visual culture…

We would like to invite you to participate to our second issue of our e-journal MANY CINEMAS. This time we are looking especially for participants writing on African, Arabian, Latin American, Chinese, or Japanese cinema.

After our first issue which will be published in End of May 2011, the second issue will take place in autumn 2011.

Please send us your proposal (300-500 words) and a brief CV until 15th May 2011. Do not hesitate to mail us, if you have some questions.

The later articles should have a length of 3000 to 4000 words. Please send your proposal to Helen Staufer and Michael Christopher.

It aims to support Asian film directors who plan to shoot stories in and about conflict areas, with an emphasis on communication and peace settlements. The number of projects and amount of support will be adjusted according to the caliber of the submissions.
