With the ratification of the Afghanistan civil service law which is based on the Article (50) of Afghan Constitution, the legal basis of the Commission and its fundamental structure were authenticated.
The philosophy of the creation and existence of the IARCSC is to introduce changes in various dimensions including legal, cultural, management, structural, human, technical and capacity of Afghan civil service institutions towards standardization of these institutions and delivery of standard services.

DUTIES AND RESPONSIBILITIES:
- Must prepare reports and news.
- Must write educational, analytical and other themes for Islahat weekly news letter and Aghaz Taghir Magazine.
- Corresponding for Radio, Video and Written publications.
- Must edit and rectify news, reports, articles, and other themes that are being published in IARCSC weekly newsletter and Magazine.
- Must participate in IARCSC small publication editorial meetings and propound specific outlines for the purpose of renewing image and concept of the publication.
- Preparing and organizing themes for IARCSC website and cooperation in terms of daily update.
- Must cooperate in preparing themes for Radio and Television.
- Must write brochures and research thesis regarding different aspects of reforms and civil services.
- Must raise his/her colleagues' competence in the field of journalism and writing.
- Must have at least a bachelor degree of Journalism.
- Must have two years experience in internal or foreign media Publications.
- Must be familiar with the basics and fundamentals of journalism.
- Must be capable of bringing reform and long term creation in the printing media such as magazine, weekly Islahat and brochures for the purpose of retaining the current readers and attracting new ones.
- Must have proper information in terms of IARCSC strategy and goals.
- Must not only be familiar with media knowledge but also be acquainted with administrative, cultural and social issues as well as familiarity with political delicacy of our country is preferred.
- In addition to, being acquainted with the DARI and PASHTO languages regulations, he/she must have capability of writing in the languages mentioned.
- Strong Command of Dari, Pashto and English Languages.
