The National Commission for Culture and the Arts (NCCA) is now accepting project proposals for the Competitive Grants Program of 2011. Grants are available for cultural and art groups, academic institutions, individual artists, local arts organizations, non-government organizations involved in culture and arts, and other potential grant applicants. Deadline will be on September 15, 2010.

The Priority Projects for 2011 include the seven national committees under the Subcomission on the Arts, namely the National Committee on Architecture and Allied Arts, National Committee on Cinema, National Committee on Dance, National Committee on Dramatic Arts, National Committee on Literary Arts, National Committee on Music, and National Committee on Visual Arts.

In addition to these seven, grants are also available for community-based projects of the Subcommission on Cultural Communities and Traditional Arts under three committees on Northern, Central and Southern cultural communities.

Under the Subcommission on Cultural Heritage, grants are available for the National Committees on Archives, Art Galleries, Libraries and Information Services, Historical Research, Monuments and Sites, Museums and Cultural Education while under the Subcomission on Cultural Dissemination, grants are available for the National Committees on Education, Communication and Language and Translation.

The NCCA, as a grants-giving agency is tasked to administer the National Endowment Fund for Culture and Arts (NEFCA) for the preservation, development and promotion of the Philippine arts and culture. The NEFCA is solely used for the implementation of culture and arts programs in line with the Medium Term Philippine Development Plan for Culture and Arts.

NATIONAL COMMITTEE ON LITERARY ARTS

1. Publication of creative works with translation

Qualification of the Proponent: Individuals, NGOs or LGUs with counterpart funding, with no ongoing projects or outstanding unliquidated fund with the NCCA

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Three (3) copies of final manuscript; 4. Three printing quotations from publishing houses/ printers; 5. Certification/endorsement from the regional coordinator of the NCCA Committee on Literary Arts that the manuscript is ready for publication by the NCCA and attesting that he/she has reviewed it and no longer needs to be reviewed by three (3) NCCA independent readers; 6. Propose distribution and marketing scheme; 7. synopsis

Criteria for evaluation of the proposals: Literary and cultural value of work in the region to be evaluated by 3 literary experts in the region; With translation in English/Filipino (Php20,000/100pages of translation work)

2. Publications of criticism

Qualification of the Proponent: Individuals, NGOs or LGUs with counterpart funding, with no ongoing projects or outstanding unliquidated fund with the NCCA

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Three (3) copies of final manuscript; 4. Three printing quotations from publishing houses/ printers; 5. Certification/endorsement from the regional coordinator of the NCCA Committee on Literary Arts that the manuscript is ready for publication by the NCCA and attesting that he/she has reviewed it and no longer needs to be reviewed by three (3) NCCA independent readers; 6. Proposed distribution and marketing scheme; 7. synopsis

Criteria for evaluation of the proposals: Criticism on works and/or biographies of local writers; the local writer who is the subject of the critical or biographical work must have a publication track record and other objective evidence of his/her stature or influence in the formation and development of regional and/or national literature

3. Writing of literary biographies

Qualification of the Proponent: Individuals, NGOs or LGUs with counterpart funding, with no ongoing projects or outstanding unliquidated fund with the NCCA. In case of graduate students, a recommendation letter from the adviser attesting the capability and potential to finish work must be submitted

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Proposed distribution and marketing scheme; 4. Synopsis

Criteria for evaluation of the proposals: biographies of writers living or dead; the local writer who is the subject of the biographical work must have a publication track record and other objective evidence of his/her stature or influence in the formation and development of regional and/or national literature; output is at least 10,000 words; proposal must follow the usual research proposal with a conforme of the subject

4. Anthologies with translation

Qualification of the Proponent: Individuals, NGOs or LGUs with counterpart funding, with no ongoing projects or outstanding unliquidated fund with the NCCA

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. Three (3) copies of final manuscript; 4. Three printing quotations from publishing houses/ printers; 5. Certification/endorsement from the regional coordinator of the NCCA Committee on Literary Arts that the manuscript is ready for publication by the NCCA and attesting that he/she has reviewed it and no longer needs to be reviewed by three (3) NCCA independent readers; 6. Propose distribution and marketing scheme; 7. synopsis

Criteria for evaluation of the proposals: 200-300 pages; 1,000 copies; the editor should have a critical preface articulating the poetics used as frame of reference in the editorial choices of the literary pieces included in the anthology; There should be a critical introduction

5. Creative writing workshops

Requirements for submission: 1. Regular requirements of NCCA (refer to proposal form); 2. full project proposal and detailed line-item budget; 3. List and profile of panelists; 4. Detailed program of activities and/or modules;:5. Number of fellows to be accepted; 6. Criteria for the selection of fellows; 7. List and profile of the screening committee;

Criteria for evaluation of the proposals: At least 10 fellows, majority are region-based; At most 5 teaching staff, majority should come from the regions; Encourage the study of regional literary forms; Utilize the regional languages of the regions, aside from Filipino and English

6. Seminars/ workshops

Detailed program of activities and/or modules;:5. Profile and number of target participants; 6. Criteria for the selection of participants; 7. List and profile of the screening committee;

Criteria for evaluation of the proposals: topics: literary history, criticism/ appreciation of works by local writers; the organizers of the seminar/workshops should submit a program that would spell out the rationale, topics and speakers to be covered in the seminar/workshop
