The 2nd Journ.ph Best Information Officer (IO) Blogger Contest is a joint activity of Smart Communications, Inc. (SMART) and the Philippine Information Agency-Region 6.
The competition will find the best bloggers among Regions 6, 7, and 8 information officers who are registered as mentors at journ.ph.

The journ.ph website is a Wordpress-based blog hosting platform developed by SMART and the Ateneo Java Wireless Competency Center (AJWCC) as part of Smart’s Online Campus Journalism program.

Through the journ.ph site, student journalists can now publish campus and community stories anytime and anywhere through Internet connection.

Journ.ph is not only a platform for campus paper journalists. It also engages experts in the field of journalism to serve as mentors to the future journalists of our country. Professional bloggers/writers can also post comments and contribute articles which will be published in the ‘From the Pros’ page of the site.

I. CONTEST OBJECTIVES
  • Encourage IOs from various government agencies and local government units to write and publish blog entries that will help campus publication staff in their writing;
  • Enhance IOs’ skills in online writing; and
  • Promote blogging among IOs through the journ.ph platform.

II. ELIGIBILITY
  • The contest is open to all Information Officers (regular, contractual, and casual) working in government agencies and local government units in Regions 6, 7, and 8.
  • Participating IOs must be a registered mentor at journ.ph.

III. CONTEST REGISTRATION
  • Interested IO fills out the online contest registration form at http://goo.gl/iXE7p . This also serves as your Journ.ph sign-up form.
  • Journ.ph team evaluates registration and, once approved, sends the OCJ agreement form to the IO who registered via email.
  • Registered IO accomplishes the OCJ Agreement form and sends it to Journ.ph team via email, courier, or fax. See Section XI for Journ.ph team contact details.
  • Journ.ph team then creates a user account for the registered IO.
  • Registered IO receives an email from Wordpress containing the username and password to be used to log in at Journ.ph. It is recommended for users to change password to protect your account from Internet dangers (hackers, identity thieves, etc.).
  • Participating IOs should submit a photo (digital copy) and a short biography along with the contest registration form. These must be sent via email to journph@gmail.com.

IV. MECHANICS
  • Upon activation of their Journ.PH account, participating IOs shall upload posts/photos online via the Journ.ph blog site. Participating IOs are required to upload at least three (3) blog posts to qualify for the competition.
  • All blog posts should follow the required topics stated in Section V. Posts discussing other topics will NOT qualify for judging.
  • Posts must be uploaded regularly and not in bulk as the contest deadline approaches. This has a bearing on judging.
  • Participants must comply with the terms and conditions stated in SMART’s Online
  • Campus Journalism program agreement form. Any violation from the Terms and Conditions shall be disqualified.
  • All blog posts must be in English, original, unpublished, and not submitted and posted elsewhere.
  • Blog posts should contain the necessary authorization to use the photos/images, audio, video, text, and other content. Also, materials taken from websites and other sources should be cited properly.

V. TOPICS

As Journ.PH mentors, you are expected to guide and inspire publication staff of member school papers through your blog posts which will appear in the From the Pros section in the Journ.ph site. Here are the topics participating IOs can blog about:
  • Tips on writing
  • Tips for writers/journalists
  • Cyber laws/ethics
  • Career tips for writers/bloggers
  • Work experience as an Information Officer that can be helpful for campus paper journalists

VI. CONTEST TIMELINE

Contest Registration/ Journ.ph User Account Activation (August 08 - August 30)
  • Participating IO accomplishes the following forms: Contest registration form, Journ.PH sign-up form, OCJ Agreement form
  • SMART creates usernames and passwords to participating IOs at Journ.PH.
Content publication (August 08 – November 04)
  • IO publishes blog posts via Journ.PH
Deadline of blog entries (November 04)
  • IO completes blog entry/entries for judging
Short listing of blog sites (November 07 - 11)
  • Judges evaluate blog posts for final judging
Final judging (November 14 - 18)
  • Judges evaluates finalists
Awarding ceremony/AGIO Year-End Conference and Awarding of Best Performing Information Officers 2012 (December)
  • Acknowledgment of winners

VII. CRITERIA FOR JUDGING

Content (75%)
  • Quality/depth of blog posts
  • Web writing skills
  • Grammatical skills
  • Compliance with copyright and intellectual property rights laws
  • Regular uploading of posts

Web and Multimedia Competence (25%)
  • Good choice and proper use and manipulation of photos, images, or videos uploaded in the blog site
  • Correct/neat text-formatting and layout of texts and photos.
  • Proper use of hyperlinks, permalink, categories, and tags/ keywords
