Through the National Endowment Fund for Culture and the Arts (NEFCA), the NCCA provides assistance to artists, arts organizations, NGOs, POs, and NGAs through its NCCA Grants Program, and Institutional Programs (NCCA Outreach Program, Resource Person’s Bureau, Technical Assistance Program).
The NCCA Board of Commissioners, in coordination with the four Subcommissions (composed of 19 national committees), defines its thrusts and priorities anchored mainly on the NCCA vision: Filipino culture as the wellspring of national and global well being (Bukal ng pambansa at pandaigdigang kagalingan ang kalinangang Filipino).
Interested individuals or groups can avail of the NCCA assistance by submitting a project proposal under the NCCA Grants Program, or file a request under NCCA's Institutional Programs (NCCA Outreach Program, Resource Person’s Bureau, Technical Assistance Program).
The deadline for submission of project proposals under the 2013 NCCA Grants, including accreditation requirements, and other requirements is on or before August 30, 2012. Proposals received after the deadline and/or with incomplete requirements will not be processed and will be returned by the NCCA to the proponents.

- Qualification of the Proponent: Open to NGOs, LGUs, SUCs, or Public Schools with counterpart funding and with no ongoing projects/outstanding unliquidated fund with the NCCA.
- Requirements for submission:
- Full project proposal with detailed line-item budget and schedule of activities;
- List and profile of panelists;
- Detailed program of activities and/or modules;
- Number of fellows to be accepted;
- Criteria for the selection of fellows;
- List and profile of the screening committee; and
- Compliance with the Proponent Eligibility Requirements (refer to proposal form).
- Criteria for evaluation of the proposals: Participated in by at least 15 fellows, majority of whom are region-based; At most 5 teaching staff, majority should come from the regions; Encourage the study of regional literary forms; Utilize the regional languages of the regions, aside from Filipino and English.
- Budget per Project : PhP 200,000

- Criteria for evaluation of the proposals: At least 15 entries/ participants, majority are region-based; Encourage the study of regional literary forms; Utilization of regional languages, aside from Filipino and English; Any Proponent who has a track record in implementing literary arts activities, able to mobilize audience, and has a wide range of literary arts network.

- Qualification of the Proponent: Open to individuals, NGOs, LGUs, SUCs, or Public Schools with counterpart funding and with no ongoing projects/outstanding unliquidated fund with the NCCA.
- Requirements for submission:
- Full project proposal with detailed line-item budget and schedule of activities;
- Synopsis;
- Copy of final manuscript;
- Three (3) printing quotations from publishing houses/ printers;
- Certification/endorsement from the regional coordinator of the NCCA Committee on Literary Arts that the manuscript is ready for publication by the NCCA and attesting that he/she has reviewed it and no longer needs to be reviewed by three (3) NCCA independent readers;
- Propose distribution and marketing scheme; and
- Compliance with the Proponent Eligibility Requirements (refer to proposal form).
- Criteria for evaluation of the proposals: At least 200-300 pages ready to print for 1,000 copies; The editor should have a critical preface articulating the poetics used as frame of reference in the editorial choices of the literary pieces included in the anthology; There should be a critical introduction.

In case of graduate students, a recommendation letter from the adviser attesting the capability and potential to finish work must be submitted.
- Requirements for submission:
- Full project proposal with detailed line-item budget and schedule of activities;
- CV of proponent with past accomplishments related to research and/or publication;
- Research fundamentals (abstract of research, review of related literature, outline of research, conceptual framework, and research design/ methodology);
- Two (2) recommendation letters from established cultural organizations/ institutions; and
- Compliance with the Proponent Eligibility Requirements (refer to proposal form).
- Geographic Consideration: open to all, one (1) for each in Luzon, Visayas, Mindanao, and National Capital Region (NCR).
- Criteria for evaluation of the proposals: Biographies of legendaries in the field of writing; The local writer who is the subject of the biographical work must have a publication track record and other objective evidence of his/her stature or influence in the formation and development of regional and/or national literature; Output is at least 10,000 words, 50 pages; Proposal must follow the usual research proposal with a conforme of the subject.

- Profile of the performer/s;
- Criteria for the selection of literary pieces and venue(s) of performance; and

- Geographic Consideration: open for all, one (1) each in Luzon, Visayas, Mindanao, and National Capital Region (NCR).
- Criteria for evaluation of the proposals: Utilization of regional languages, aside from Filipino and English; Any Proponent who has a track record in implementing literary arts activities, able to mobilize audience, and has a wide range of literary arts network.
