During the 2011 Philippine Civil Service (PCS) Anniversary, an Essay Writing Contest was initiated to increase the awareness of public servants of their roles in providing effective, efficient and excellent service. The theme was “Kawani, Kaya Mong Maging Lingkod Bayani.”

In order to sustain and generate more of such awareness, the Essay Writing Contest shall be held every PCS Anniversary bureaucracy-wide. This year’s theme, “Kawani, Ikaw ay Isang Bayani,” indicates a leap in the status of the public servant from merely being motivated to be a “servant-hero” to that of being a proclaimed “hero.” This underscores the recognition given to the important work of every public servant.

QUALIFICATIONS

The contest is open to all government employees, regardless of status, except Civil Service Commission employees and their relatives within the 3rd degree of consanguinity or affinity.

Those who are employed under job order or contract of service are not qualified.

THEME

1. The theme for the contest is “Lingkod Bayani Working for Gender Responsive, Accessible, Courteous and Effective Public Service.” The participants must answer the question, “As a Lingkod Bayani, how can you contribute to and ensure a gender responsive, accessible, courteous and effective public service?”

This year’s theme for the essay fosters an understanding of how gender inequalities are compounded in the Philippine society and an appreciation of a public servant’s role in identifying the barriers women and men face in accessing public services and developing strategies to overcome them.

2. The essay must be original.

2.1 It must not have been included as an entry in any government–sponsored/ administered essay writing contest.

2.2 It must not have been published in any medium, either in printed material or posted in websites.

2.3 Any form of plagiarism will result in the disqualification of an entry. Hence, all quotes and references throughout the essay must be properly cited and clearly marked.

SUBMISSION OF ENTRIES

1. Entries may be written in English or in Filipino, not exceeding 900 words.

2. Entries must be written on an A4 size document, double-spaced, using Arial font type, size 12 and may be submitted either in printed or electronic form. Top/bottom/left/right margins must be one (1) inch.

2.1 All printed entries including the entry forms must be placed inside a long size, white letter envelop, addressed and sent via registered mail, courier or personally delivered to:

Said entries must be stamped “RECEIVED” by the CSC Central Office on or before the
deadline set.

2.2 Electronic entries shall be in portable data format (PDF), sent through
essay_2012@yahoo.com.ph and shall be acknowledged upon receipt. The CSC assumes no responsibility for the loss or delay of or incomplete entries due to technical malfunction of server, traffic congestion on the net or a combination thereof.

3. The title of the essay and the name of the writer/contestant must be indicated at the top lefthand corner and the pagination must appear at the bottom right-hand corner of each page.

4. All entries must be accompanied by duly accomplished entry forms available at any CSC Regional and Field Offices. Entry forms can also be downloaded from the CSC website.

5. Only one entry per person is allowed.

6. Entries must be submitted within the period June 18-August 3, 2012.

7. All entries submitted shall, thereafter, be deemed as the exclusive property of the CSC.

Winning entries shall be made available online via the CSC official website after the
announcement of winners.

CRITERIA FOR JUDGING

1. The Board of Judges shall be composed of representatives from partner organizations and officials of the Commission.

2. The entries shall be judged based on the following criteria:
  • Appropriateness to Contest Theme: Blend of ideas is consistent and relevant to the theme. 40%
  • Originality and Creativity: It conveys uniqueness of its contents and components. 30%
  • Style and Organization: Ideas are presented in a logical manner or way that is easy to understand. 15%
  • Language Proficiency: Language must be clear, coherent and gender-fair. 15%

3. The decision of the Board of Judges is final and the winners shall be announced on the 1st week of September 2012.

  • Third Prize - P15,000.00 and Plaque
